Overview
2025 marks 30 years of federal funding for Hispanic-Serving Institutions (HSIs). HSIs were included in federal legislation in the 1992 Higher Education Act and received dedicated federal funding in 1995 to build capacity, improve academic quality, and expand access for Latino and other low-income students. Since the organization’s founding over 20 years ago, Excelencia in Education has been tracking the number and growth of HSIs, emerging HSIs, and HSIs with graduate programs.
This year, Excelencia has created this HSI Factbook which compiles fast facts on HSIs, eHSIs, gHSIs in 2023-24, in addition to showing the growth of these institutions since 1994-95, the representation of students that HSIs enroll by race/ethnicity, the top 10 HSIs enrolling Latinos in the country, Title V funding for HSIs over 30 years, and a breakdown of total funding available to HSIs by state.
