Overview
The defining characteristic of HSIs is their Hispanic enrollment, not their institutional mission. While there are 631 institutions that met the HSI enrollment requirement in 2024-25, there are also 427 institutions that have between 15.0 and 24.9 percent undergraduate full-time equivalent (FTE) Hispanic enrollment. These 427 institutions are identified as Emerging HSIs (eHSIs).
Excelencia in Education created the Emerging HSIs (eHSI) category in 2009 to track the pipeline to HSI status. While eHSIs do not have the critical mass of Latino student enrollment required to meet the definition of an HSI, these institutions may soon meet the requirement as their enrollment grows and Latino representation increases.
