Building national coalitions, grassroots legislation, and media outreach are his main focus. He serves as a member of the board of directors of the National Association of Latino Elected and Appointed Officials, National Hispanic Corporate Council, National Hispana Leadership Institute, Congressional Hispanic Caucus Institute, Hispanic Women’s Corporation, and National Job Corps Association. In March 2000, Art received the America Association of Higher Education Award from the Congressional Hispanic Caucus for Outstanding Support on Hispanic Issues.
