Feb, 2010 Emerging Hispanic-Serving Institutions (HSIs) are institutions that currently do not meet the federal threshold of 25 percent Latino enrollment to be classified as HSIs, but have Latino enrollments ranging between 15-24 percent. These institutions have the potential to be eligible for the designation as a HSI in the coming years.
